Requires the reporting of nurses to be directed to the BON, not the TMB.
HB 527* - Dental Pediatric Insurance
Requires insurers to cover medically necessary general anesthesia in connection with dental services provided to individuals under 13 years old if the patient is unable to undergo dental treatment without it.
HB 879 - Military Veterans License Transfer
This bill would allow physicians and nurses who are licensed in another state and who served in the armed forces as a physician or nurse to receive a license in this Texas.
SB 1318* - Non-Competes
Prohibit non-competes for health care providers, including PAs and nurses, unless the covenant provides a buyout that is not great than one years' salary, expires not later than one year after termination, and limits the geographical area subject to the covenant to no more than five miles.
HB 3749 *- MedSpa Protections
Regulates IV therapy by allowing physicians to delegate the prescribing and ordering of the therapy only to PAs and APRNs acting under adequate supervision, and the administration of intravenous therapy to PAs, APRNs, and RNs acting under adequate supervision.
*Must be signed by Governor.
Bills Defeated:
HB 5274/SB 2128 - AA Licensure
Would have licensed AAs and permitted them to address emergent patient issues.
HB 3415 / SB 2181 - Title restrictions.
Would have restricted the use of the term ‘anesthesiologist’ to only physician anesthesiologists.
Would have required CRNAs to list all delegating physicians on their BON profile.
HB 3889 - Prior physician/patient relationship.
Would have required delegating physicians to have a physician-patient relationship before a delegate could prescribe controlled substances or drugs to that patient. This would have set APRNs back decades.
HB 3890 - Same specialty physician delegation.
Would have required physician anesthesiologist delegation to CRNAs . This would have severely impacted access to care - likely closing operating rooms across rural Texas where CRNAs are the sole provider of anesthesia. This would have set APRNs back decades.
Full Practice Authority Update:
HB 3794 / SB 1859 – Full Practice Authority
Full practice authority (FPA) was heard in the Public Health Committee. We thank our members who remained involved and advocating! We strongly believe that FPA will increase access to care to patients in Texas and will continue to fight into next session.
